The Committee on Publication Ethics (COPE) offers guidance on a case involving simultaneous submission of an identical paper to two journals and a history of previous duplicate publication.

In this scenario, the authors submitted the same paper to two journals simultaneously, despite declaring exclusivity in each submission. Additionally, a PubMed search revealed that two papers cited within the submission, authored by the same individuals, were duplicate publications of each other. The associate editor of one journal suspected similarity between an English and a German publication by the authors.

Upon discovering these issues, both journals withdrew the paper from the review process and sought an explanation from the authors. The authors apologized, attributing the error to "hurry and inattentiveness" and requested withdrawal of the paper. Although the authors did not provide a detailed explanation for a previous episode of duplicate submission, they claimed it was unintentional.

COPE advises the editors to inform the dean or head of the institution about the repeated occurrence of duplicate publication attempts. Despite the apology and withdrawal of the paper, the editor has a duty to address the matter further, as the author has demonstrated a persistent pattern of attempting dual publication.

The editor should communicate the intended course of action to the other editor involved, ensuring transparency and collaboration. Additionally, COPE recommends recommending to the institution that they not only investigate the identified case but also remain vigilant for potential other instances.
